RESULTS OF DISCUSSION OF THE CONTACT GROUP REGULATIONS (JULY 22)

We publish a list of additional measures to strengthen and control the current indefinite ceasefire regime, which were agreed and signed by the members of the Contact Group.


Measures to strengthen and control the ceasefire:


Issue and entry into force from 00:01 (Kiev time) on July 27, 2020 by the leadership of the Armed Forces of Ukraine and the leadership of the armed formations of certain areas of the Donetsk and Lugansk regions and observance for the entire period until the full comprehensive settlement of the conflict, the corresponding ceasefire orders containing the following measures to support the ceasefire:
 
✅ ban on offensive, reconnaissance and sabotage actions, as well as a ban on the use of any types of aircraft;
✅ ban on the use of fire, including sniper fire;
✅ ban on the placement of heavy weapons in settlements and their surroundings, primarily at civilian infrastructure, including schools, kindergartens, hospitals and other public places;
✅ effective application of disciplinary measures for violation of the ceasefire regime and notification of them to the coordinator of the TCG, who notifies all its participants;
✅ creation and activation of coordinating mechanism to respond to violations of the ceasefire regime with the assistance of the JCCC in its current composition;
✅ return fire in case of offensive actions * is allowed only if it is opened by order of the relevant leadership of the Armed Forces of Ukraine and the leadership of the armed forces of the ORDLO after an unsuccessful attempt to use the above-mentioned coordination mechanism. TCG will be notified of the issuance of such orders;
✅ the aforementioned measures cannot be fully or partially disavowed by any other orders, including secret ones.
* Offensive actions should be understood as any attempts to change the positional deployment of troops that developed at the time of this statement adoption, including additional engineering equipment of positions, and/or any advance or movement of armed persons towards the enemy, including for the purpose of conducting reconnaissance or sabotage actions.
 
The leadership of the Armed Forces of Ukraine and the armed formations of ORDLO must publicly declare the issuance of orders listing all these measures and confirm that these ceasefire orders comply with these measures.
The SMM OSCE will assist and support the parties in the implementation of these measures agreed by them, without prejudice to the established procedures for informing or any other aspect of the full implementation of the provisions of the Mission's mandate.
