Today, at the meeting of the Contact group, we have finally achieved from the Ukrainian side the first constructive step towards a political settlement. The readiness of the representatives of Ukraine to start implementing the compromise mechanism proposed by Mr. Steinmeier back in 2015 was put on paper. We are talking about agreeing on the procedure for the enactment of the law on the special status of Donbass, namely: its effect will be temporary on the day of local elections, and it will become permanent after the publication of the OSCE report on the election results.
"Despite the abundance of extremely destructive statements from Kiev, we still managed to convince the Ukrainian side to agree on the Steinmeier's formula in the form in which it was recorded at the Normandy Four summits. This can rightly be called a serious diplomatic victory in the negotiations on the Minsk platform - primarily due to the fact that this step opens up the prospect of further political settlement. In addition, the Ukrainian representatives fulfilled all the conditions of the Russian side for the Normandy Four summit, which means it can happen in the near future.
It should be noted that harmonization Steinmeier's formula by the sides of the conflict is an important, but more of a symbolic step for the implementation of political items in the package. There is a huge field for activities ahead of us, the result of the entire Minsk process depends on its effectiveness", - said Natalia Nikonorova.
First of all, you need to pay attention to the fact that the full implementation of this formula is possible only in the presence of a constitutional foundation in the form of amendments to the basic law of Ukraine, involving, according to paragraph 11, measures on the permanent character of the special status of Donbass. Therefore, in parallel with the work on the implementation of the Steinmeier's formula, the Ukrainian side should begin work on constitutional reform.
Secondly, there is serious work to be done on amending the text of the law on the special status of Donbass, which was adopted by the Ukrainian Parliament in 2015, then its first formal article was annually extended, but in fact it did not act for a day. Although, in fairness, it should be noted that the legal norms contained in articles 2-9 of this act, in general, correlate with our fundamental requirements: consolidation of the status of the Russian language, special economic regime, our own law enforcement and judicial system, our own prosecutor's office, a special regime of cooperation with the Russian Federation, contractual relations with Kiev and many other aspects.
"I would like to emphasize that we still adhere to the position that we have been defending for more than 4 years at meetings in Minsk: absolutely all actions and steps that affect the fate of Donbass should be agreed with its direct representatives. This is the only way to talk about achieving any truly constructive results in the settlement of the conflict. The beginning of work to implement a compromise procedure for the entry into force the law on the special status of Donbass is just the first step on the political track, and now it is more important than ever for Kiev to realize the need for an honest and open dialogue in the name of resumption of long-term and stable peace and prosperity for more than 4 million citizens," - said the DPR plenipotentiary.
