Ukrainian representatives created a situation that caused a failure to coordinate negotiations. Due to Kiev’s pressure, the OSCE coordinators were unable to provide exchange of documents necessary for work between parties to the conflict. As a result, three specialized groups were not able to conduct a full meeting.
"Kiev did everything to almost completely block the meeting of the working groups on humanitarian, economical and political issues. Of course, we understand that the official representatives of the current Ukrainian government are concerned about the first election round results, and not about the peace in Donbass, but at the same time, we are sad that the OSCE coordinators did not take measures to prevent work blocking. At present, the group on security issues continues its work, the main agenda issue is to ensure the truce effectiveness, which is impossible without agreeing on additional measures to strengthen and control the cease-fire regime.” - DPR Plenipotentiary Natalia Nikonorova stated.
