The results of the group on security issues (September 18)

Having prepared the ground in the media space for the next accusations of the Republics, the Ukrainian negotiators today demonstrated their true position on the implementation of clear instructions of the Normandy format advisers and on the security track. 

"Today, in the security group, as well as in the political group, representatives of Kiev blocked in all possible ways the specific tasks set by the Normandy format to agree on a schedule for eliminating violations in previously disengaged areas, as well as additions to the Framework decision. 

For example, they again insisted on inclusion in this schedule plan of the processes occuring after disengaged of forces and means near Stanitsa Luganskaya. This absolutely illogical combination was not supported by the OSCE coordinator either. As a result of the senseless initiatives of the Kiev negotiators, the work on the coordination of important documents, unfortunately, did not lead to concrete results" - the DPR Plenipotentiary stated.

Also at the meeting of the Contact group Natalia Nikonorova noted the special cruelty of the Ukrainian armed forces and the systematic shelling of the territory of the Republic, which causes civilian casualties and destruction of civilian infrastructure. 

"The Republics voiced the consequences of violations by the Ukrainian armed forces, noting that, unfortunately, in September the number of such consequences increased, in particular, among civilians and residential infrastructure. Negotiators from the Republics persistently demanded from the Ukrainian side to provide the results of the proceedings and disciplinary measures applied to violators on all the facts that led to casualties and destruction of residential and civil infrastructure. And on that matter the true position of official Kiev was shown – total sabotage of the tasks set within the "Normandy format" – Nikonorova stated.

In addition, the Plenipotentiary noted the importance of disciplinary mechanisms and the role of OSCE participating countries in this issue.

"It is obvious that due to the lack of effective mechanisms for applying disciplinary measures to violators of the ceasefire regime, the Ukrainian armed forces continue shelling our territories, including with the use of weapons prohibited by the Minsk agreements. We call on the OSCE participating countries not to turn a blind eye to the arbitrariness of the armed forces of Ukraine and to exert appropriate influence in order to deescalate the conflict" - DPR Plenipotentiary concluded.
