As part of the work of the subgroup on security issues, the negotiators were unable to finalize the draft of additional measures to control the existing truce and to coordinate it. The proposals sent by the Ukrainian party in fact do not contain clear and specific mechanisms for strengthening and stabilizing the cease-fire regime.
"Proposals of the Ukrainian party on additional measures were intentionally formulated using provocative language that does not correspond to the Minsk agreements in order to force the Republic to disagree with their amendments into the general package" – DPR Plenipotentiary said at the negotiations.
Unfortunately, the negotiators did not find a consensus on the wording and the points of additional measures: Ukrainian delegation in the ultimatum form claimed that its position should be the single, despite the position of the OSCE SMM, the Russian Federation and Republics.
Also, the progress of the implementation of the Framework decision on the military disengagement was ruined by the Ukrainian party: “Despite regular fixing of the OSCE CMM in their reports of violations of the Framework decision by the armed forces of Ukraine, Kiev representatives stubbornly do not recognize their guilt and do not intend to restore the status quo by previously executed sections, as well as to devote their forces and to the “Stanitsa Luganskaya” section” - Natalia Nikonorova clarified.
