Results of the sitting of the group on security issues (November 22)

For this sitting of the group on security issues, the leadership of the OSCE CMM prepared a working draft of additional measures that should contain proposals of all parties and all elements of the Minsk agreements in terms of security.

Coordination of such document is particularly significant in the run-up to the upcoming winter holidays and the OSCE SMM coordinator, Ambassador Ertugrul Apakan, noted this relevance.

“In general, some progress should be noted in terms of agreeing on additional control measures.
To the next sitting Republics will study the proposed version in more detail and pronounce our position.

We hope that within the framework of the upcoming meetings in December, the document will be agreed by the parties and implemented in practice within the framework of renewing parties’ obligations to comply with the full ceasefire regime, as well as
military disengagement in accordance with the Framework Decision” - DPR Plenipotentiary stated.

DPR Plenipotentiary also noted that the subject of humanitarian demining near civilian locals, which was intensified by the OSCE SMM, is crucial for ensuring the safety of civilians on both sides of the contact line and is always in the focus of attention of the Republic’s leadership.

“According to our deep conviction, which has been established in practice, instead of searching for guilty
persons of various violations and mutual accusations, it is necessary first of all to come to an understanding and agreement on what to do with these violations. And in our opinion, it is precisely the coordination and implementation of a package of additional measures that could become such a mechanism of control and response” - Natalia Nikonorova said.
