Unfortunately, even today in Minsk, representatives of Kiev in the working group on security issues refused to agree on agreement proposed by the OSCE, which contains additional measures.
“We hoped that today in Minsk, the Ukrainian negotiators will assume a more adequate attitude and accept, at least, a text of the joint Contact Group statement, which contains a minimum package of additional measures of strengthening and control.
We were ready for a compromise: to take as a basis the agreement proposed by the OSCE, since, of course, we support the measures contained in it, but once again, we saw an absolute incompetence of representatives of official Kiev, without any intelligible arguments, they refused to accept this option.
The Republics expressed their readiness after statement’s coordinating, which includes a number of additional measures of strengthening and control, to confirm their obligations to observe the cease-fire regime from any immediate date” - Natalia Nikonorova informed.
The specific measures were prescribed in the statement’s text of the Contact Group of March 26, 2018, and included such items as the adoption and observance of relevant cease-fire orders; effective application of disciplinary measures in cases of cease-fire violations; abandonment of offensive operations and intelligence operations; the non-use of fire, including return fire, in particular, the strict prohibition of firing, the grounding and use of heavy weapons in the settlements and close proximity, as well as targeting civilian infrastructure, including schools, kindergartens, hospitals and public buildings.
