At this sitting of the group on security issues parties have outlined their positions on working draft of additional measures to strengthen and control the armistice prepared by the OSCE CMM. Republics’ representatives supported the Contact Group’s statement chosen by the Control Monitoring Mission.
“It is important that the idea of additional measures was initially positioned as a definite regulation for controlling those obligations that the parties had already assumed in the framework of the Minsk agreements in terms of security, as well as agreed ceasefire regimes” - Natalia Nikonorova said.
The first version of additional measures was proposed at a meeting of political advisers No.4 by Mr. Hug as such control measures, in 2017 on the eve of the introduction of “school” truce. The Republics have fully supported these proposals. Unfortunately, the parties failed to come to an agreement on specific disciplinary measures against violators.
“The Ukrainian party has never even published the relevant degrees. In this regard, we consider it important, to pay attention once again to the absence of any sanctions mechanism in relation to the violators of agreements singed under the Minsk agreements” - Natalia Nikonorova explained position of Republic.
It should be noted that the Ukrainian party continues to insist only on its proposals, offering to take them as a basis and to consider them as a final document. However, some of its proposals are not a subject of the Minsk agreements.
“Of course, we would like the working group on security issues to prepare a final version of additional measures to control and strengthen the truce by the introduction of a cease-fire regime on the eve of Christmas and New Year holidays. The Contact group made a corresponding order to the subgroup. However, we emphasize that the DPR will confirm its commitment to respecting the truce at any result of the next meeting in Minsk” - Natalia Nikonorova emphasized.
At this stage, the negotiators designated a preliminary date for the parties to reaffirm their obligations to comply with a full and comprehensive cease-fire regime.
DPR Plenipotentiary also noted that the Republic’s leadership fears another provocation of Ukraine, since according to intelligence data, a command of the armed forces of Ukraine can use chemical weapons in the conflict zone on both sides of the contact line to blame Republics and escalate conflict.
“I would like to draw the attention of the Contact group participants that such a scenario becomes quite likely in the context of recent Kiev’s provocations, which were a reason for the introduction of martial law. It is clear that we need to be ready for any action from the Ukrainian side. The leadership of Republic is forced to take security measures appropriate to the threats” - Natalia Nikonorova said.
