All points of the Minsk agreement on conflict resolving in Donbass are fully carried out by Republics. The main obstacle to a political resolving of the conflict remains the irreconcilable position of the Ukrainian party, which uses all possible measures to drag out the conflict. Not a single point of the Package of Measures was fully implemented by the Ukrainian party - the law on the special status of Donbass did not operate a single day, the bill on amnesty was not signed even by the parliament chairman, the constitutional reform was adopted only in the first reading and without any coordination with Donbass, holding local elections is blocked by new law on the renewal of Ukraine’s sovereignty.
Taking into account inactivity and blockade, the DPR Head Alexander Zakharchenko was murdered by agents of the Ukrainian special services that only confirms the correctness of our statements. In such conditions, our Parliament was obliged to ensure the continuity of the legitimate executive branch work in Republic and adopted the elections of the DPR Head and People’s Council - on November 11. About 2.5 million people live in our Republic, so leaving our people without legitimate authority means depriving them of the priority to option.
The elections scheduled for November 11 fully comply with the republican legislation, and also do not contradict the Minsk agreements, since within the framework of the Package of Measures the conditions for holding only local elections are prescribed. Paragraphs 4, 9 and 12 of this document prescribe the coordination of modalities for holding local elections between Kiev and Donbass before holding them. The local elections are not planned to hod neither in the DPR nor LPR.
The republics continue to be reliable partners in the peace negotiations in Minsk.
