In connection with the ongoing attempts of the Ukrainian party to evade fulfillment of its direct obligations under the Package of Measures and unilaterally adopt amendments to the constitution, we are forced to remind Kiev again that granting Donbass a special status, coordinating all its legal aspects with Republics’ representatives and consolidation in the basic law of the Ukrainian state remains the cornerstone. Attempts to replace this key condition with some alternative projects is a refusal from the agreements reached in Minsk, as well as those obligations that the Ukrainian president reaffirmed in a communiqué following the meeting of the “Normandy Four” in Paris.
We do not recognize the unilateral decentralization that Kiev is trying to carry out, and we strongly recommend to stop replacing the provisions of the Package of Measures over and over again. Kiev should finally realize that special status is not a subject for bargaining - this is a fundamental condition for our continued peaceful coexistence. Any unilateral uncoordinated amendments to the constitution cannot be recognized as the implementation of the Package of Measures and are a direct and flagrant agreements’ violation. We hope that by the next meeting of the Contact Group in Minsk we will be able to begin constructive activities to coordinate all the amendments to Ukrainian legislation regarding the fate of millions of people in Donbass.
