The statements of Ukrainian president, who still can’t come to terms with the true meaning of the Package of Measures, are in essence nothing more than another attempt to revise the Minsk agreements and renegotiate them in a way that is beneficial to the Ukrainian authorities.
Despite this, Kiev in any case should accept the fact that before the elections in Donbass it is necessary to carry out a huge amount of joint work with the Republics’ representatives on the implementation of Minsk agreements. In particular, the law on Donbass special status should be enacted, taking into account all the amendments necessary to it and agreed upon with the representatives of Republics, a constitutional reform should be implemented to consolidate the special status in strict accordance with the Package of Measures, modalities of prevention the persecution of persons participating in events in Donbass should be worked out and adopted at the level of the law etc. Any additional requirements put forward by Kiev have nothing to do with reality - neither representatives of the Republics, nor mediators of Minsk process, nor its guarantors will allow the revision of the Package of Measures approved by the UN Security Council and having the status of an international law binding.
Once again, we draw the attention of the Ukrainian authorities to the fact that they have no rights to put forward their conditions - absolutely all steps regarding Donbass fate must comply with the Minsk agreements and be agreed with the Republics. If the leadership of Ukraine wants to expedite the holding of elections, which is actually the final of all political issues, then it is better to stop speaking out unfounded statements, but start constructive activities - fulfilling their obligations under the Package of Measures.
