The adoption today by the Verkhovna Rada of the law "on securing the sovereignty of Ukraine" not only directly contradicts all the documents of the Minsk package, but is also an attempt to undermine the very essence and basis of the peace agreements.

By adopting this law, the Ukrainian parliament has demonstrated a disregard for international law and institutions. In particular, the powers of the UN Security Council are completely ignored, which in its resolution defined two parties to the conflict - Kiev and Donbass, and the Russian Federation, in turn, - a mediator in resolving this conflict. Thus, the Verkhovna Rada today set a precedent that makes it clear that the Ukrainian parliament can determine each state as aggressor, contrary to all norms of international law and, frankly, to common sense. To all this, today Kiev has taken a direct step to legalize the violation of the Constitution of Ukraine, which does not say a word about the possibility of conferring such powers on the president and the AFU, which is provided by the law "on securing sovereignty".

The most cynical and outrageous consequence of the adoption of this law is that it officially allows the use of the Armed Forces of Ukraine in an internal conflict and creates a legal basis for unleashing military action against our inhabitants. This law neutralizes the main result of the entire Minsk process - significant reduction in the number of victims of military operations. It directly demonstrates Kiev’s attitude towards the people of Donbass and once again proves that they are not interested in people but in territories, which almost completely eliminates the already minimal chances for a joint future for Donbass and Ukraine. Today’s step of Ukrainian parliamentarians is another conformation of the complete reluctance to resolve this conflict peacefully and a direct demonstration of indifference both to the efforts of the leaders of guarantor countries and international organizations in this direction, and to international legal norms.
