A number of events took place in Donetsk, timed to the adoption of the "Russian Donbass" doctrine. They were attended by the Head of the Donetsk People's Republic Denis Pushilin, the Head of the Lugansk People's Republic Leonid Pasechnik, the deputies of the State Duma of the Russian Federation Andrey Kozenko and Kazbek Taysaev, the editor-in-chief of the RT TV channel, the international news agency "Russia Today" Margarita Simonyan, heads of ministries and departments, representatives scientific community, journalists, political scientists from the DPR, LPR, Russia.
After the plenary session and the solemn announcement by the Heads of the Donetsk and Lugansk People's Republics of the doctrine adoption, a “round table” was held on the issues of its practical implementation.
As part of this event, the DPR Minister for Foreign Affairs Natalia Nikonorova made a presentation in which she spoke about discrimination against Russians and Russian-speakers in Ukraine:
“The leaders of Ukraine are doing everything possible to squeeze out of their society and humiliate not only Russian-speaking citizens, but also those who simply have at least minimal sympathy for Russian civilization. They carry out an openly discriminatory legislative policy towards these citizens: they adopt new laws on education exclusively in Ukrainian, cancel legislative acts that ensured the rights of Russian-speaking citizens and national minorities enshrined in the Constitution. In addition, the policy of discrimination unleashed by Kiev against Russian and Russian-speaking citizens contradicts not only universal human rights, but also a number of specific acts of international law."
She also noted the importance of the decision of the Head of the DPR Denis Pushilin and the Head of the LPR Leonid Pasechnik to support Russians and Russian-speaking people in Ukraine by expanding the Humanitarian Program for the reunification of Donbass people:
“The decision to support the Russian and Russian-speaking residents of Ukraine, announced today by Denis Vladimirovich and Leonid Ivanovich, is an absolutely logical, fair and even necessary response to the arbitrariness and discrimination taking place in Ukraine.
As the coordinator of the Humanitarian Program for the reunification of Donbass people I want to say that we already have four years of experience in providing assistance to citizens who live in the territory of the Republic temporarily controlled by Ukraine. Therefore, at the moment we already have an understanding of how this program can be transformed and expanded, in what categories and areas it is necessary to support the Russians in Ukraine."
At the end of her speech, Natalia Nikonorova noted that in the process of developing the provisions of the expanded program, the most important and relevant directions of the Humanitarian Program for the reunification of Donbass people, which has been in force since 2017, will be preserved.
