The appeal of the MFA DPR to the heads of the Normandy Quartet concerning the violations of Minsk agreements by Ukraine

Despite the signing of the Declaration of Minsk in support of the Package of Measures for the implementation of the Minsk Agreements by the members of Normandy format, the systematic violation of ceasefire by Ukrainian army is continuing for the last three weeks.

According to confirmed reports of the Ministry of Defense of Donetsk People’s Republic, from the 25th of May to the 9th June, 2015 the truce has been violated more than 544 times, 6 civilians were killed and 59 wounded. In addition, the damages of domestic houses and civilian infrastructure in Donetsk and other cities of Republic were also committed.

After each confirmed episode of firing, the nature of damages directly points to the use of heavy weapons by Ukrainian side, notably mortars and heavy artillery.

These facts suggest that Kiev regime has not only ignored the appeal to withdraw the heavy weapons from the demarcation line, but actively intensified its own military capability over the past few months. The daily firings of the Republic’s territory in aggregate with increasing trade and economic siege significantly worsen the humanitarian situation in Donbas.

In consideration of the fact that the Federal Republic of Germany as a member of the Normandy format is the guarantor of compliance with the Package of measures for the implementation of the Minsk Agreements, Ministry of Foreign Affairs of the Donetsk People’s Republic appeals to you with a request to put pressure by all possible means on Kiev militaristic regime with the view of termination of the provocations that inevitably lead to a further escalation of the conflict and new victims among the citizens of Donbas.
