In a situation where the Ukrainian party grossly violates additional measures of strengthen and control the ceasefire regime, we have taken all possible steps to preserve it.
Hoping to resolve the situation, we make one last attempt to avoid radical action. Tomorrow, on September 9, at 12:00, we propose to convene an extraordinary Contact Group sitting in order to make a decision on holding a joint inspection of representatives of the Donetsk People's Republic and Ukraine in the JCCC, with the assistance of OSCE regarding recording the violations elimination of military advances of armed formations Ukraine near the village of Shumy. We have already sent a letter with a corresponding appeal to the OSCE.
We have repeatedly appealed to the mediators of the negotiation process, represented by the OSCE, with an appeal to monitor Ukrainian positions in the area of Shumy, and to the representatives of Ukraine with the requirement to independently eliminate violations of additional measures.
In particular, we regularly informed the OSCE SMM representatives about violations by the Ukrainian armed formations of additional measures in terms of engineering equipment of positions and attempts to change the initial positional deployment of troops. The first letter, which indicated specific facts and details of violations, including video confirmation, was sent to the OSCE on 12 August.
Yesterday we sent additional materials confirming the fact that the Ukrainian party, after July 22, 2020, carried out work to create new tranches in the area of Shumy.
However, to date, representatives of this international organization have not taken into account the data sent by us, referring to information from their reports. Representatives of the Ukrainian authorities do the same. Nevertheless, the facts show that the information indicated in these reports does not correspond to reality.
We remind that according to the mission's mandate, the OSCE SMM representatives have not only the opportunity, but also the obligation to carry out objective, transparent and unbiased monitoring of facts of non-compliance with the agreements reached at the Minsk platform. We hope that both the Ukrainian party and the mediators realize the importance of preserving the fragile ceasefire that was achieved, including, and will do everything in their power to prevent a new round of conflict escalation.
