Against the background of positive progress noted by the Contact Group participants on July 31 from the renewal of the parties’ obligations regarding a comprehensive and indefinite ceasefire, the armed forces of Ukraine shelled the positions of the DPR People’s Militia. The very next day after the meeting, on August 1, in the area of the village of Oktiabr, an unmanned aerial vehicle was used that dropped explosive devices, as a result of which three servicemen were injured.
According to paragraph 7 of the Minsk Memorandum of September 19, 2014, any flights of military aviation and unmanned aerial vehicles (UAVs) with the exception of the OSCE UAVs are prohibited along the entire contact line. However, AFU repeatedly and with impunity used UAVs both for adjusting artillery fire, including on civilian infrastructure, and combat drones for shelling civilians in Donbass.
We strongly condemn the criminal actions of armed groups controlled by Kiev and qualify their use of combat UAVs as sabotage and terrorist activity copied from the prohibited ISIS, as well as prohibited by the additional measures contained in the statement of the Contact Group.
In addition, in accordance with a statement agreed by all participants of the Contact Group on confirmation of their obligations to comply with an indefinite, comprehensive ceasefire and additional measures to strengthen and control it, we require the Ukrainian party to conduct the appropriate proceedings, apply sanctions to violators, and the Monitoring Mission OSCE - to reflect the facts of the proceedings and the punishment of those responsible in their public reports.
