On May 27 in Moscow the Minister of Foreign Affairs Natalia Nikonorova made a presentation on the topic “Current situation around the DPR and statehood perspectives” in the framework of international dialogs series “Topical meetings” holding at the MGIMO Institute for International Studies. The discussion was also attended by the LPR Minister of Foreign Affairs V. Deinogo, Advisor to the DPR Head E. Nikitina, MGIMO Vice-Rector for Research and International Cooperation A. Baikov, Director of the Center for Euro-Atlantic Security A. Nikitin, a number of Russian and foreign experts. In total, about 90 politicians, diplomats and experts from the Russian Federation, the DPR, the LPR, Ukraine and other countries took part in this event.
Natalia Nikonorova gave a short excursus to the history of the Donetsk People's Republic formation, told about the course of military conflict and real situation in the Minsk process.
“The situation with the implementation of Minsk agreements is disappointing at the moment: this process is sabotaged by Ukrainian side. None of the 13 items of the Package of measures has been fully implemented. The main factor of such destructiveness is the following: Ukraine, using any pointless and even absurd pretexts, is delaying negotiating process, avoiding practical use of the Minsk agreements for final conflict settlement,” – Natalia Nikonorova emphasized.
The Minister paid attention to the draft Roadmap on the implementation of the Package of measures provided by Republic, on which Ukraine has not given yet its comments for 8 mounts.
“As a result the negotiations in the Contact group are paralyzed, so there is almost no possibility for real settlement in Donbass,” – Minister said.
Further, the Head of the Ministry of Foreign Affairs told about state structure building of the Donetsk People's Republic, recovery of socio-economic and industrial potential, sphere of culture and sport, education and science.
“Particular progress has been achieved in the area of cross-border cooperation with the Russian Federation. The most important landmark in this direction was the decision of the President of Russia to grant the Republics’ citizens the right to obtain Russian citizenship in a simplified manner. This step by the Russian authorities has become a truly significant stage in the rapprochement of the Donetsk People's Republic and the Russian Federation. Such a decision is an extremely necessary humanitarian step, since the Ukrainian authorities made it impossible for tens of thousands of people to carry out even such elementary procedures as obtaining or replacing a passport or other identity documents upon reaching a certain age,” –Natalia Nikonorova said.
The Minister also named the participation in the UN Security Council meeting on the Arria-Formula the most important event on the international track:
“Thanks to this presentation at the key diplomatic platform of the world, the Donetsk and Lugansk People's Republics were able to break Kiev's absolute monopoly on events coverage and tell a wide audience around the world about the real situation in Donbass and in the Minsk negotiation process.”
In conclusion, Natalia Nikonorova told about the perspectives of the Republic, expressed gratitude to the Russian Federation and emphasized the regularity of the rapprochement of our states.
“It was Russia that lent a helping hand to us in the terrible 2014-2015 years, provided us with the much-needed humanitarian aid at that time, acted as a mediator and guarantor in the Minsk process and, in general, showed itself as a true friend and partner. On this basis, relying on centuries-old historical ties and socio-cultural community, our aspiration for rapprochement with Russia is completely natural, fair and even appropriate. At the moment, this process is being carried out at a very active, increasing pace,” – the Minister stated.
