On the night of July 28-29, armed formations of Ukraine launched a missile attack on pre-trial detention center 120 in Elenovka using American HIMARS MLRS, as a result of which more than 50 Ukrainian prisoners of war died, more than 70 were injured. In order to document this blatant terrorist act, we tried to invite international organizations implementing a mandate on the territory of the Republic, in particular, UNHCHR, to the scene of the incident.
But employees of not only this, but also other UN agencies left Donbass during the period of massive shelling by Ukraine and have not yet returned. This circumstance made it impossible to record the shelling by the Kiev regime for further inclusion of these criminal cases in the final reports of international organizations.
In addition, it is important to note that today, thanks to a special military operation of the joint forces of the Russian Armed Forces and the DPR People's Militia, the number of liberated settlements is growing every day, and with it the number of people in need of humanitarian support. Therefore, now it is necessary to increase the volume of humanitarian assistance to the population.
We call on all international missions accredited on the territory of the Republic to return to the DPR in the near future and begin to carry out tasks in accordance with their mandates. First of all, we are talking about observing the provisions of humanitarian law and providing assistance to the population in need.
Also, the issue of searching for the missing is of acute relevance - we recommend that the International Committee of the Red Cross not put forward ultimatum demands on the DPR authorities, but immediately begin to fulfill obligations that representatives of this organization have in this area in accordance with international law and the DPR legislation.
