Today, on December 14, according to the plenary session agenda, parliamentarians considered the draft law "On Ratification of the Treaty on Friendship, Cooperation and Mutual Assistance between the Donetsk People's Republic and the Republic of South Ossetia".
The Treaty was concluded on May 11, 2017. It is called upon to raise the relations between our states to a new official level, taking into account the fundamental national interests of the peoples of the two states.
DPR Acting Minister of Foreign Affairs Natalia Nikonorova made a presentation on the need of adoption the bill in question.
"On October 31, 2017, the Republic of South Ossetia ratified the previously signed Treaty on Friendship, Cooperation and Mutual Assistance between our states. In this regard, ratification by the Donetsk People's Republic will allow fulfilling international obligations and observing the norms of our legislation.
After ratification, the Treaty will acquire the force of the Donetsk People's Republic Law, and the norms set forth therein will be implemented into the Republic’s legal system. In turn, the new status of the Treaty will allow state authorities to regulate in more detail the legal relations between our states in the relevant areas and to carry out interdepartmental cooperation" – said Natalia Nikonorova.
As a report conclusion the Head of the DPR Foreign Ministry noted the positive consequences of the Treaty ratification and asked the parliamentarians to support the bill.
"The consent of the Treaty norms will strengthen and develop relations between states in political, trade-economical, social-humanitarian, cultural and other spheres, as well as provide support in case of aggression that is especially urgent at the moment" – emphasized Natalia Nikonorova.
Considering the importance of this Treaty for further fruitful cooperation between the Republics, the deputies adopted the bill in two readings in general. In the future this Law will be sent for signature to the Head of the Donetsk People's Republic. In accordance with Art. 20 of the Treaty it is subject to ratification by the legislative bodies of the contracting parties and shall come into effect on the day of the exchange of ratification instruments.
