On January 31, 2018 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova took part in negotiations.
“The sittings of the political group are not productive in the year 2018. The situation is aggravated by the unilateral adoption by Ukraine of destructive legal acts, such as the law on ”securing sovereignty”, as well as the reluctance to follow the elementary rules of negotiation. It does not help resolve current problems and as a result, it becomes a guarantee of the continuation of the armed conflict. Trying to consolidate in its legislation the status of the Republics as temporarily occupied territories, Ukraine actually blocks the entry into force of the law on special status and the implementation of Steinmeier's mechanism that has already approved by Normandy format twice. Therefore, on the need to revise this normative act to eliminate apparent contradictions, the Package of Measures is insisted not only by the guarantors of the Minsk agreements, but also by the PACE, which has adopted the corresponding resolution.
If Kiev does not hear these calls, the prospects for a peaceful settlement remain rather ill-defined. At the same time, the categorical inability of the Ukrainian authorities to fulfill their political obligations is confirmed by political slogans of the Ukraine’s representatives in Minsk, instead of providing official positions on both this legally inadequate law and on the agenda issues. Thus, the Ukrainian leadership itself creates the conditions for further weakening of ties between Donbass and Kiev, instead of realizing the potential of the negotiation process through a constructive discussion of the implementation of the Package of Measures.” - Natalia Nikonorova about the sitting of the group on political issues.
