April 5-6 2016, the talks took place in Minsk of the Contact groups on settlement of the conflict in Donbass. The Head of the DPR Foreign Ministry Natalya Nikonorova took part in the group’s sitting on political issues as the representative of the Republic.
During the negotiations of the political group the issues were discussed on holding the elections and prohibiting the prosecution of persons in connection with the events that took place in Donbass.
In the course of the discussion the modalities of the election process the Russian Federation representatives offered to improve the working paper on holding the local elections, namely, to prepare it basing on the structure of the reports of the ODIHR OSCE. After the discussion this suggestion was supported by the representatives of the Republic and generally by the representatives of the OSCE. Such suggestion fully meets the unchanged requirements, namely, holding the elections according to the standards of the OSCE.
Touching upon the process of amnesty, apart from the «presumption of guilty» the new constituent appeared from the part of Ukraine – ignoring the recommendations of the Protocol Additional to the Geneva Conventions of 12 August 1949, relating to the providing of as wide amnesty as possible towards the participants of the conflict except the war crimes and crimes against the humanity. From our point of view, this fact shows for another time that there is no desire to settle the conflict in a peaceful and civilized way by means of following the norms of the international humanitarian law.
It is worth to emphasize that during this meeting the fact became more noticeable of the absence of the regulations that complicates already challenging negotiation process. The representatives of Republic continue insisting on the introduction of the fundamental norms and rules of behavior for the participants of the negotiations – the regulations.
