9-10 March 2016, the negotiations of political group on settlement the conflict in Donbass were held in Minsk. The sitting was attended by the DPR Acting Foreign Minister N. Nikonorova.
The main theme of negotiations was the modality of holding the local elections on the territories of Donetsk and Luhansk People`s Republics. On the matter the Republic representatives continue insisting on implementation of a key condition – the elections are to be held in accordance with the OSCE standards.
Besides, 10 March, the joint sitting of political and humanitarian groups took place on which the report was presented by an expert from OSCE Mark Freeman devoted to issues of realization the point 5 of the Package of Measures (on prohibiting the prosecution and punishment of individuals in relation to events that took place on the territory of Donetsk and Luhansk areas). The expert in his report stressed the most important role of wide amnesty as for both holding the elections and the complete accomplishment of a process of peaceful settlement.
In the course of negotiations N. Nikonorova emphasized that for the implementation of this point of Package of Measures and points connected with holding the elections and Constitutional reform, the principal condition is the mutual approval with DPR and LPR representatives. Alongside this, in contradiction to the suggestions of the Ukrainian part on appliance the general legislation of Ukraine on amnesty, the expert supported the viewpoint of the DPR and LPR representatives: in accordance with international standards the amnesty is an ultimate measure and general regulations in such situations are not applicable.
