At today's sitting of the political group, the coordinator presented a working paper designed to intensify the work on the consideration of Steinmeier’s formula. However, the Ukrainian party refused to discuss this document and, contrary to the expectations and efforts of our coordinator, the working group session ended without any positive results.
By the fourth anniversary of Minsk-2, the essential articles of the Law of Ukraine “On the Special Order of Local Self-Government”, implying that certain territories are endowed with special powers, are still blocked.
Representatives of Ukraine once again used their favorite method of sabotage the negotiation process - the introduction to the discussion of non-agenda topics. Because of this, it was not possible to proceed to the consideration of a key political issue - a compromise procedure for the entry into force of the law on Donbass special status, despite the fact that this issue was agreed by consensus at the 50th meeting of the Contact Group.
Kiev representatives constantly ignore the coordinator’s instructions to provide written positions on key issues, confirming our opinion that the Ukrainian party deliberately delays the negotiation process. Thus, Kiev demonstrates its disrespectful attitude not only to Republic’s representatives, but also to the efforts of mediators of the OSCE and Russia.
The DPR Plenipotentiary once again drew attention to the fact that the Steinmeier’s compromise mechanism is a big concession from the Republics, since the special status should have been operational in 2015 without any preconditions. Therefore, today the priority condition for the effectiveness of the political subgroup is to conduct a constructive dialogue on the only possible procedure for introducing the special status of Donbass – Steinmeier’s formula.
