The change of the Ukraine’s representative in the group on political issues did not bring a positive effect on the work’s productivity, there is still no constructive action from Kiev on the political track.
“The main issues on the political agenda remain the entry into force of the law on Donbass special status on the basis of Steinmeier’s formula and the amnesty implementation. According to the results of the Normandy format meeting at the level of advisers, a relevant instruction was formulated in order to give impetus to this work” – Natalia Nikonorova explained.
Unfortunately, Kiev’s representatives not only openly ignore all instructions in the sphere of politics, but also expressed the position that securing a special status at the level of the Basic Law of Ukraine is unconstitutional. Also, the new Ukrainian representative expressed disagreement with the text of the Steinmeier’s formula, saying that it is far from the original version. However, for 4 years, this compromise order has never been in doubt, and in 2017, representatives of the parties in Minsk – both the Republics and Ukraine – officially received this text from the OSCE.
The DPR Plenipotentiary once again stressed the need to unblock the real discussion of political issues without attempting free interpretations from Kiev and to start a constructive dialogue on the agenda agreed upon by the Contact Group, first of all according to Steinmeier’s formula, which was approved three times in the Normandy format.
