“In the communiqué following the meeting of the Normandy Four leaders, the Ukrainian president reaffirmed the obligation to coordinate with us all the legal aspects of Donbass special status. However, at the moment we do not see the Ukrainian side taking this decision seriously. Although the Ukrainian parliament has extended the formal effect of article 1 of the law on Donbass special status, there is still no work on coordination with us the amendments to it” - Natalia Nikonorova stated.
We would like to remind that the extension of this normative legal act is not enough - it is necessary to amend it, in particular, implement the text of Steinmeier’s formula, exclude the preconditions blocking the effect of the law, update the articles of the law. In addition, it is still necessary to coordinate and adopt a number of regulatory legal acts arising from the law on the special status.
“However, instead of starting to agree on the full-fledged introduction of the law on Donbass special status and constitutional reform in order to provide special status with a permanent character, the Ukrainian leadership is engaged in unilateral actions. In particular, it is submitting to the parliament such a draft amendment to the constitution, which fundamentally contradicts the Package of Measures and, moreover, was not even presented to us for discussion, also without its coordination” – Natalia Nikonorova added.
The DPR Plenipotentiary once again drew attention to the importance of coordinating with Republic’s representatives all measures aimed at implementing the political points of the Package of Measures, which are based on Donbass special status and its consolidation in the constitution on an ongoing basis.
