At the first sitting of the political group in 2020, a rather lively discussion took place, but it did not bring significant progress on the implementation of the agenda issues. The Ukrainian party continues to sabotage the fulfillment of its obligations both in the Package of Measures and in the final communiqué of the heads of the Normandy Four countries.
“Instead of carrying out joint work with Republics’ representatives on the legal aspects of Donbass special status, Ukrainian authorities are engaged in legislative initiative: they are sending some projects on the state “decentralization” that have nothing to do with the Minsk agreements or with real decentralization to the parliament for consideration, then withdraw their own proposals. All this testifies to the lack of will of the Ukrainian leadership to objectively and consistently fulfill their obligations on the political track in the Minsk format” - Natalia Nikonorova said.
At the same time, the negotiators from Ukraine have never submitted to the Contact Group a single draft of legislative acts, which, according to the political clauses of the Package of Measures and the notes to it, must be adopted in a wording agreed with Republics’ representatives.
“The Ukrainian party must finally begin to implement the political part of the Minsk Agreements, namely to provide written positions on all legal aspects of the special status of Donbass, and then proceed to agree with us on these draft normative legal acts: amendments to the law on special status arising from laws, by-laws and agreements, and most importantly, amendments to the Constitution, prescribing these provisions” – DPR Plenipotentiary emphasized.
