The OSCE coordinator in the political group Mrs. Bermann today came up with a proposal to create a joint Roadmap version, which will combine the drafts of this document sent by Republics and Ukraine.
“From our point of view, the creation of such a non-paper, which was proposed by Mrs. Bermann, is not possible, since the projects sent by the parties contain significant disagreements, and sometimes completely diametrically opposed positions to each other. Accordingly, the merging of such different projects into a single one is essentially possible only if they are completely creatively reworked, but then these will no longer be initial proposals of the parties, but third version of the Roadmap authored by the OSCE.
We believe that the creation of any of their own projects by the mediators does not correspond to the meaning of peace negotiations, the main purpose of which is to find and agree on joint solutions to resolve the conflict between two parties - Kiev and Donbass. Therefore, we are convinced that it is possible to unblock work on the political track and achieve real constructive results on it only if there is a parity and direct dialogue between the Republics and Ukraine.
A significant step towards establishing such a dialogue could be a joint productive activity on the draft Roadmap. However, for this, the Ukrainian authorities need to at least send their responses to our version of this document. But taking into account the fact that we have been waiting for these reactions for more than a year, a logical conclusion is: Kiev does not at all strive to get out of the current impasse and a conscientious discussion on political issues" - Natalia Nikonorova said.
