The political group meeting took place in a more productive atmosphere, as the Ukrainian side finally presented its written positions on a number of agenda issues. However, the meeting did not bring concrete results.
“We welcome the fact that for the first time in the negotiation process Kiev sent documents to work on the legal aspects of Donbass special status. Having the written positions of both conflict sides - Kiev and Donbass - it is finally possible to begin a substantive discussion. Many issues remain inconsistent. Unfortunately, while representatives of Kiev prefer to ignore the Republics’ proposals in this regard. But we continue to do everything possible to make our voice heard. Without this, progress is impossible.
At the same time, the Ukrainian party continue to somehow refuse to consolidate Donbass special status in the Constitution. Instead, some amendments are proposed on "decentralization" without taking into account the characteristics of the Republics. The new Ukrainian representatives did not take into account the mistakes of their predecessors - it is precisely such an unscrupulous “selective” approach to obligations and negotiations that drags on the Minsk process and a long-term peaceful settlement” - Natalia Nikonorova stated.
It should be noted that the representatives of Ukraine nevertheless changed their point of view and confirmed that the official position of the Ukrainian side is the mandatory implementation of the Package of Measures to resolve the conflict. The DPR plenipotentiary once again called on the Ukrainian side to begin substantive work on its implementation. In particular, this concerns the consolidation of Donbass special status in the Constitution, subject to mandatory agreement with representatives of the Republics. Unilateral actions in this process are unacceptable and counterproductive.
