On June 13, 2018 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova took part in negotiations.
“Today’s sitting of the group on political issues in Minsk was attended from Kiev’s party only by an expert, who does not have the status of an official representative and confirmation of authority to agree on anything or to present the negotiating positions of the Ukrainian party. It speaks volumes about the unfair Ukraine’s attitude to the Minsk process and about the unwillingness to start a dialogue in a constructive way.
Kiev's fundamental failure to comply with the provisions of the Package of Measures has not only led to a long-term crisis in the negotiation process, but also causes the continuation of hostility, the victims of which are Donbass civilians on both sides of the contact line.
A way out of the crisis in the political group can be a substantive discussion of Steinmeier’s formula, on the basis of which the law on the special status of Donbass and amnesty should be introduced.
However, so far we have seen only all kinds of Kiev’s attempts to get away in any way from fulfilling its obligations. Nevertheless, during the recent meeting of foreign Ministers in the Normandy format, they have reaffirmed the fact that there is no alternative to the Minsk agreements and direct negotiations with representatives of the Donetsk and Lugansk People’s Republics – it is the only peaceful mechanism for resolving the conflict and restoring peace” – Natalia Nikonorova about the sitting of the group on political issues.
