The results of sitting of the group on political issues in Minsk (May 15)

On May 15, 2017 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova took part in negotiations. 

"The discussion of the agenda did not take place as a result of our opponents attempts to interpret the recommendations of the Normandy format instead of working on the implementation of the Package of Measures - a concrete document signed by representatives of both sides of the conflict and approved by the UN Security Council." The Ukrainian party continues to delegate the working group's authority to the Normandy Format that is founded as a monitoring mechanism, as well as a delaying the negotiations through ongoing discussions on proposals outside the political group competence. All the issues proposed by the representatives of Ukraine are to be removed by the introduction of Steinmeier's formula, but Kiev persistently continues to submit minor issues without agreeing and not giving its official position in writing form. We have repeatedly proposed draft documents regulating the process of entry into force the Law on the Special Status of Donbass, but Ukrainian party does not accept them for discussion, adhering to its previous tactics of evasion of direct dialogue with the representatives of Republics as a direct party to the conflict. Paragraphs 4, 9, 11 and 12 of the Package of Measures are based on the operation of the Law on Special Status and without agreeing on the mechanism for the entry into force of this law it is not possible to advance the political package on other issues. We continue to work together with mediators from the Russian Federation and the OSCE to coerce the representatives of Ukraine to discuss and agree on this mechanism as a compromise basis for resolving political issues"- Natalia Nikonorova about the sitting of the group on political issues.
