On November 15, 2017 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova took part in negotiations.
“We still do not see the readiness of the Ukrainian party to join a constructive dialogue with the Republics’ representatives. The main obstacle to the work of the political group is a refusal of Kyiv's representatives to discuss the main agenda issue – a compromise procedure for the entry into force of Donbass special status. Despite all efforts of Ukraine’s representatives to demonstrate the adoption of the Law "On the conditions creation for the peaceful settlement of the situation in certain regions of Donetsk and Lugansk regions" as a proper implementation of their obligations, Donbass special status is still not in force. In order to agree on the procedure for its implementation, the representatives of Ukraine in Minsk do not have a mandate, according to their words.
Kiev’s arguments have recently been atrophied insofar that it consists in simply giving the same text at each sitting. Instead of a consistent, conscientious discussion, Kiev prefers the language of ultimatums, stating that its representatives will not discuss issues on the agenda agreed upon by the Contact Group. The Ukrainian party tries by all means to block work of the political group, arguing in favor of the fact that political issues are included into the “Road map”, which is the “Normandy format” area of work. Such absurd statements can only be regarded as an intention to block the entire Minsk negotiating process. Once again we are witnessing Ukraine's attempt to remove all obligations for a peaceful settlement. At the same time, Kiev continues to consider the draft law on “Donbass re-integration”, which can only lead to an escalation and deployment of a “force scenario”. It goes without saying that by such conditions it is impossible to reach a compromise. In addition, the representatives of Ukraine continue to ignore Republican representatives as the second party to the conflict and to abandon the dialogue, thereby showing the lack of desire to remove the root causes of the conflict at the negotiating table.
It is impossible to resolve the situation without mutual understanding of the parties on all political issues and granting Donbass a special status in accordance with the Package of Measures. Trying to avoid this condition, Kiev’s authorities show frank disrespect to their international obligations and to the efforts of the leaders of the “Normandy format”, who have twice agreed a compromise mechanism on the entry into force of a special status, and most importantly - their reluctance to achieve peace." - Natalia Nikonorova about the sitting of the group on political issues.
