On September 20, 2017 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova took part in negotiations.
"Today's round of negotiations of the group on political issues in Minsk, contrary to our hopes for some progress, did not bring any significant results. Despite the promise of the Ukraine’s representative in the Contact Group Leonid Kuchma at the last sitting, an official position on the issues of the Law on the special status of Donbass was not provided by Kiev. Instead, the representatives of Ukraine recommend us to follow the agenda of Verkhovna Rada, waiving responsibility for their obligations, including the UN Security Council resolution, and completely blocking the work of the political group. For many months, we have observed following trend: all instructions and recommendations from the OSCE coordinator and the Contact Group are strictly implemented by the representatives of our Republics and at the same time are almost constantly sabotaged by the Ukraine’s party. All these grounds testify the lack of real intentions of Ukraine to implement the Minsk agreements, and in fact, the ball is now on the Ukrainian side of the field. In such conditions, any positive shifts in the achievement of consensus is extremely small. The twisted perception by Ukrainian representatives of the Contact and working groups sense, as well as the refusal to extend the validity of the Law on the special status of Donbass, not only hinders, but also jeopardizes Minsk process. There is less and less time, therefore, the Ukrainian authorities are obliged to immediately grant and coordinate the options for extending the Law on the special status, since this normative legal act is the foundation for a political settlement of the conflict.
Positive shifts in the resolution of Donbass situation will become possible when Kiev finally resigns to the fact that the Minsk format is the currently non-alternative platform for negotiations where all positions should be coordinated with the representatives of our Republics, therefore, every meeting in Minsk must be used to establish constructive dialogue and search for joint productive solutions" - Natalia Nikonorova about the sitting of the group on political issues.
