On August 21-22, 2018 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova took part in negotiations.
"The two-day sitting of the political group in Minsk was not crowned with the expected result, but it allowed us to more clearly assess the situation in the negotiation process. As in the last year Ukraine did not provide a response to prolong the law on the special status of Donbass, which expires in less than two months. Ukraine’s representatives do not have any official positions neither under the Steinmeier’s formula nor under an amnesty.
In order to unblock the dialogue on these topical issues, the mediators of the Russian Federation have represented a linguistic analysis of the summit results of the Normandy format leaders in Berlin. This analysis contains the approval of Steinmeier’s formula by the leaders and the task of implementing it in the roadmap. However, the representatives of Kiev continue to treat the negotiations in Minsk as an absolutely formal process, reading out from time to time identical theses. Moreover, in an attempt to delay the resolution of these issues, representatives of Ukraine began to use the language of ultimatums, stating that the discussion of political issues will begin only after certain conditions are met. Such a position categorically contradicts the logic of the Package of Measures and the principles of any constructive negotiation process. Thus, the initiatives, whose aim is to intensify the sittings on the Minsk platform can not bring the proper effect without moving to success of Kiev.
Nevertheless, the sittings in this format made it possible once again to make sure that only mutual and conscientious cooperation of both parties to implement the Package of Measures can become the foundation for the restoration and preservation of lasting peace in Donbass.” – Natalia Nikonorova about the sitting of the group on political issues.
