On September 21, 2016 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalya Nikonorova took part in negotiations.
“On the agenda there was election modality, the road map and amnesty.
Election modality was not considered during today's meeting, because it is necessary to discuss this issue according to the Law "About a Special Order of Local Self-government in Certain Districts of the Donetsk and Luhansk Regions", which is a bad law today.
Thus, at first it is necessary to approve the amendment of the law on a special status, which guarantees its enactment according to “Steinmeier's formula”. However, the Ukrainian authorities refused to discuss our project of implementation of this formula, they argued it with the unresolved issues with border control and security. These issues were often discussed by the group on political issues and conclusion was always the same- the moment of transition of control over the border is clearly defined according to Set of Arrangements: after the full political resolving. Without any other arguments, negotiators from Ukraine declared that the current version of Law on a special status already corresponds to “Steinmeier's formula” and it is not necessary to make any amendments. Such changeful position of representatives of Ukraine only confuses and drags out negotiation process. We hope, that the coordinator of OSCE will report about it on Contact group.
Concerning the last issue of the agenda – prevention of prosecution of participates of the conflict in Donbass – Ukraine insists on the regulations of the general legislation on application of amnesty, in particular the Law in 1996, that fundamentally contradicts to the paragraph 5, of the Package of Measures and Norms of international humanitarian law” - Natalia Nikonorova announced about the results of the sitting of the group on political issues.
Next sitting of the group on political issues is to take place on October 5.
