The results of sitting of the group on political issues in Minsk (October 27)

On October 27, 2017 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova took part in negotiations.

“Today’s sitting of the political group, unfortunately, did not culminate into any significant progress: Ukraine’s representatives continue to shy away from constructive dialogue.

Its refusal to discuss the main issue of political agenda -  procedure for the coming into effect of Donbass special status - Ukraine justifies by the fact that Steinmeier's formula is a part of the Roadmap, over which its representatives work in  “Normandy format”. Such an argument causes bewilderment, because all political issues are included into the Roadmap. Thus, Ukraine’s representatives directly propose to block the Minsk negotiation process and not to implement the provisions of the Package of Measures, since their implementation should take place in consultations first of all with our Republics. This Kiev’s position is doubly surprising, because the counsellors of “Normandy format” leaders are working at the Roadmap now, and the President of Ukraine personally twice agreed Steinmeier’s formula at “Normandy Four” summits. At the same time, our opponents propose immediately to discuss the issue of regaining control over the border, forgetting that control over the border can be achieved only as a subject for discussion after comprehensive political settlement of the conflict in Donbass. It means that Kiev is more busy with the invention of new means of delaying the negotiation process than with a substantive dialogue in the name of the soonest peace settlement in Donbass.

To date, there is no reason to assert that Ukraine has fulfilled at least one of the items of the Package of Measures political part. The work done with regard to the implementation of the amnesty items, as well as constitutional reform, currently exists as the projects, for which the Ukraine’s party does not exert the slightest effort, there is not even Ukraine's position on the elections’ modalities, and the special status of Donbass is still blocked. Such situations demonstrate only the unfounded statements of adherence to Minsk negotiations and Ukraine’s frankly reluctance to discuss the options for contradictions’ resolving, which negates all the efforts of “Normandy format” leaders, who have twice approved a compromise solution out of the crisis situation created by Kiev.

The Ukrainian authorities should finally realize that it is possible to resolve this conflict only within the framework of the Minsk agreements, and only in a consistent and continuous process of consultations and approvals with Republics’ representatives. Attempts by the Ukrainian party to justify its inaction by shifting responsibility to “Normandy format” and throwing to the media groundless statements, which have nothing to do with reality are counterproductive and only take the discussion away from the solution of topical issues." - Natalia Nikonorova about the sitting of the group on political issues.
