The results of sitting of the group on political issues in Minsk (February 28)

On February 28, 2018 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova took part in negotiations.

"At today's sitting of the political group, the representatives of Ukraine confirmed their intention to act unilaterally in Donbass, that is unacceptable in terms of Minsk process. Despite the expression of adherence to the Minsk agreements, Ukrainian representatives continue to drag out and complicate the negotiation process: trying to introduce extraneous matters into the agenda, adopting normative legal acts concerning Donbass without agreeing with Republics, refusing previously agreed issues.

The Ukrainian negotiators recognized that the Ukrainian parliament unilaterally introduced additional conditions for the entry into force of the law on the special status of Donbass, which is a manifestation of an unfair attitude towards the implementation of the peace agreements.

And also, the representatives of Ukraine said that the scandalously known law “on the reintegration of Donbass” is aimed to legalize the actions that were previously carried out by the Ukrainian government, thus confirming that previously there were no legitimate grounds for such actions.

At the same time, the Ukrainian negotiators refuse to work on the Steinmeier’s compromise mechanism, referring again to the unilateral statements of their representative in the contact group. However, the agenda of the group was approved by consensus, by all participants, including Ukraine, and the first and main issue on this agenda is Steinmeier’s formula. We are apprehensive about today's statements by the Ukrainian party that, working in the Normandy format according to Steinmeier's formula, they are making some suggestions to it. And this despite the fact that its provisions have twice been approved by the Normandy format in Berlin and Paris, and the text was given by the coordinator to all participants of the Minsk process.

It is such unilateral actions, which, moreover, obviously contradict the reached agreements, have become the main problem of the negotiation process. Therefore, we will use all available mechanisms for coordinating and initialing the text of Steinmeier’s formula in Minsk in order to bring Kiev to comply with its obligations and prevent attempts to abandon this compromise mechanism. We also support the appeal of the group coordinator from the OSCE to the leaders of the Normandy format to unblock the negotiation process on the formula agreed upon by them and to exert appropriate pressure on the Ukrainian authorities” - Natalia Nikonorova about the sitting of the group on political issues.
