On November 15, 2017 a sitting of the political group on the resolving of the conflict in Donbass took place in Minsk. The Acting Minister of Foreign Affairs of the DPR Natalia Nikonorova took part in negotiations.
"The main obstacle to achieving progress in the political group is Ukraine's refusal to discuss the key issue on the agenda - compromise procedure for coming into force Donbass special status. Thus, Kiev’s representatives lead the negotiation process into a dead end, condemning the parties to continue this conflict. Instead of constructive work on the agenda, Kiev offers a discussion of issues absolutely unrelated to the implementation of the peaceful settlement of the situation. Obviously, the Ukrainian authorities consider the Minsk process only as a way to attain control over the border, and they do not worry at all about the destinies of Donbass inhabitants.
The Ukrainian party justifies its inaction on topical issues of the political agenda by the fact that allegedly the main issues are being now resolved by Normandy representatives. They forget that this format was created as a control mechanism. The Normandy format decisions can not replace the provisions of the Package of Measures, which prescribe the mandatory coordination of all issues with Republican representatives. Thus, Ukraine’s refusal to discuss certain items in Minsk essentially is equal to the refusal of fulfilling the obligations, which were approved by the UN Security Council resolution and the entire international community. This situation can be resolved only by the conscientious and consistent fulfillment by Ukraine of its obligations according to the Package of Measures. However, taking into account the latest actions of Ukrainian representatives in Minsk, Kiev is not ready for such steps " - Natalia Nikonorova about the sitting of the group on political issues.
